Can anyone really explain me what's gonna happen to Pokemon bank?

What is gonna happen to Pokemon bank at 2023 ? I didn't understood anything about that. I am planning to get a 3ds but I don't know about that. Google said that it is gonna be free later but cannot be installed, which doesn't makes any sense. Can we be still able to install or use it? If we cannot is there any other way to get it later ?

(Also how to migrate Pokemon if we cannot use that)

On March 27 of 2023, the 3DS eShop will close, and Pokemon Bank and Pokemon Transporter will no longer be able to be downloaded. If you download it before this time, it will become free starting on March 27. Pokemon Bank is free to download, but you need to purchase a yearly pass to actually use it -- with the closure of the eShop, the latter will no longer be necessary.

It should be noted that Pokemon Bank will not stay up forever. When 3DS servers are completely shut down, it will cease to be usable. Fortunately, a date for this inevitable closure has not yet been announced.

I highly doubt that once the 3DS servers completely shut down Pokemon Bank will be unusable. This obviously isn't confirmed but I believe Bank and Home will get an update and they'll probably do something similar to transferring from Gen 4 to Gen 5.
