What is the Pokemon with the best base stat that can learn the move switcheroo in Pokemon SV?

How do you define "best"? If one Pokemon has higher speed but another one has higher HP, which one is better?

My bad, I used SwSh’s learnsets. Pay the Obstagoon no mind.

For Pokemon obtainable through level-up:

Persian has the highest base speed with 115, Delphox has the highest BST with 534, but without transfers, the highest BST goes to Hypno with 483.

For any Pokemon (level-up or bred):

Greninja has the highest base speed with 122, however, without transferring, the highest is still Persian. The highest BST remains either Delphox or Hypno
