First off, String Shot is useless on this set unless this you use this as a suicide lead to lower your opponents speed. The only reason it is here is because it is one of the only four moves Weedle can learn. Anyway, Choice Scarf is to buff Weedle’s speed, so he can get to sweeping. The EVs are in speed, obviously, and they are also in Sp. Atk for his Electroweb, and Atk is for his Poison Sting and Bug Bite. The moves are here because- OH, WHO AM I KIDDING. The moves are here because it is the only thing that this stupid bug can learn, and he should never be used in LC unless it is use Weedle get a hundred dollars day. But other then that, this thing is really bad, don’t use it.

I know this sounds stupid but believe me on this one, Xurkitree uses Protect on the first turn then Weedle uses Electro Web to lower the oppositions speed then they'll be slower then Xurkitree who has sky high Sp Atk after that, one Tail Glow and Discharge WILL be killing everything that isn't Blissey or a Ground type and in those cases you use Dazzling Gleam.
