Clearly, Mega Alakazam ties with Calyrex - Shadow being the fastest Trick Room and Speed Swap user.
Edit: The current generation doesn't have Speed Swap TM. Also the only one Pokemon who can learn Speed Swap is Rabsca, whose Speed is just 45
