In Gen 2, how are you supposed to teach Rolling Kick to Hitmontop?

Hitmontop learns Rolling Kick at level 1 in Gen 2, so how are you supposed to teach it to it, if there are no move reminders in Gen 2?

Evidently, the only way to get a hitmontop with rolling kick, is to use the move relearner in Pokemon stadium 2.
