Gabo, the elete 4 and champion are usually what most people mark as the end of their Pokemon adventure for that game. In some games some people will call it quits when they have the title legendary. however, some people like me will keep playing the same save file trying to beat the pokedex and the after-story. There is not a screen that says "you win" in any version last I checked. So it is really all up to you to decide whether or not you are finished now, really.

Yes, once you beat the E4 and champ, you have completed your Island Challenge. But, afterwards, you have the post-game to complete.

Here are some suggestions on completing the Post-Game:
1.) Completing the Pokedex.
2.) Going to the Hano Grand Resort and chucking Pyukumuku (Once you chuck all 6, talk to the man who gave you this assignment and he will award you with $20,000 Pokédollars).
3.) Doing the Ultra Beast side-quest and collecting all of the Ultra Beasts (once you complete this, you can catch Necrozma at Ten Carat Hill).
4.) Battling and capturing the Tapus.
5.) Collecting all 100 Zygarde cells/cores to turn Zygarde %10/%50 Forme into Complete form when its HP drops below 1/2.
6.) Batting GameFreak director Morimoto in HeaHea City (its the 3rd floor of the building next to the Dimensional Research Lab building).
7.) Checking the Loto-ID on Melemele Island (its the building next to the apparel shop).
8.) Taking photographs using the Rotom-Dex (You get an award for acquiring 1.5 million thumps-up).
9.) Rebattling the Trail Captains.

This doesn't necessarily answer the question, as the question asks if beating the Elite 4 and Champion is considered beating the game and this answer simply says what you can do after you beat the game.
you realize Gabo didn't specify what game he was playing (although it probably was sun and moon)

It depends on the game. Some games have missions after the elite 4 that are considered part of a story line. As I see it, anything that opens up new areas is still part of the game. In oR/aS there is the Delta episode, which is required to access the battle resort. In Gold/Silver/HG/SS you travel to Kanto and get all 8 badges there, which allows you to get to the top of Mt. Silver and challenge RED. Pokémon Red/Blue had no such challenge, so beating the Elite 4 in that generation really was 'The End'.

anything occuring after defeating the elite four is considered "post game". so if you complete the island trial/beat all the gyms and beat the E four, you have technically beaten the game. but there is usually a post game story, yo can rematch the elite four and there are almost infinite things to do after beating the game, like the battle frontier/tree/mansion(urgh, hate the mansions).
