In Pokemon y I got a shiny charmander level 37 and a shiny cyndaquil level 98 but they won't evolve?

There are only a few reasons why they wouldn't evolve.
-You haven't levelled them up at all.
-You're pressing B on the evolution screen.
-They're holding Everstones. I know you said they aren't, but there's no harm in making sure.

Level each up twice more, and you will have Charizard and Typhlosion.
