I know they all have advantages but I can not decide which I want. Please don't include abilities in your answer (example: don't claim Azumarill is the best because of Huge Power) If you would like to include a set (excluding abilities) I will definitely try it.

Each one has good and bad points. Gastrodon has 1 weakness, Tentacruel is a special wall, Milotic is very strong in terms of special, where Gyarados is a physical sweeper, and Azumarill can be a defensive wall. I will cover them all.

Gyarados

STATS

Weaknesses:
> Electric (4), Rock (2)

Gyarados has a wonderful moveset, can learn Dragon and Fire moves. It also has a immunity to Ground

Tentacruel

Tentacruel may have 3 weaknesses, but two of them are mainly special, and Tentacruel is a great tank in this game. Plus a good speed to get rid of Ground types.

Luckily, Azumarill isn't a fairy type back then, but at least you can easily run a mixed set.

Milotic

Milotic is very good when in competitive scenes. It can take hits and dish them out harder. Though evolving it is rather hard

Location: Mt. Coronet (Feebas)


I would say Gyarados, because it is easy to find, has a good moveset, doesn't have to worry about electric types being around. and can easily destroy rock types. It also has a 540 stat total. It can also be a HM slave. But it all depends what you are looking for in the team.

I would recommend Gastrodon with this setup:
Held item: Rindo Berry/Leftovers
Moveset:
-Recover
-Surf
-Ice Beam
-Earthquake

Gastrodon has a good movepool with decent stats. Its one weakness is grass but with a good supporting team and type coverage, it shouldn't be a problem.
Edit: I picked Gastrodon over everything else due to how it has the least amount of weaknesses and the third highest amount of type resistances with 4 (Tentacruel has 7 resistances as of gen 4, Gyarados having 6) compared to your other choices. Milotic has good special stats, but not a large variety of attacks it can benefit from, Azumarill has low attack and special attack with a base power of 50 as of gen 4.

You never mentioned why it is better than the other Pokémon.
"But with a good supporting team...it shouldn't be a problem" That's not a good reason to justify, basically saying that it only works to its max potential with help. Also, what about Pokémon like Tentacruel or Mew that can learn multiple grass type moves but aren't grass type, the other team member could be weak to all of the opponent's moves, so think of a better way to justify.
