So long as your Fossil Pokemon was revived from a perfectly valid fossil, yes. The fossil has to be valid in every form though, but if you managed to revive a Pokemon from it, it would be perfectly normal and not hacked. It will pass through the Pokebank filter just fine.
On the other hand, if you hacked your game in a way that you caught the fossil Pokemon in the wild, it would have a capture location, which is impossible for fossil Pokemon. That makes it an invalid Pokemon, and there are chances it will not pass through Pokebank.
