What does 'potential' mean?

Question

With the Dexnav, when searching for a Pokemon it gives 3 stars and says 'potential' on the side. What does this mean?

It shows the Pokemon's IVs. One star represents one stat with 31 IVs, but you can't tell which stat it is though.
