The only way this is Possible is if the Pokemon you're facing has the ability Pressure.

EDIT: Your opponent could have used the move Spite, which lowers the PP of the last move you used by 2-5 PP.

Spite can do the same as well Terlor, although it's on a seperate turn

Yes, it's possible he attacked, the opponent lived and used Spite, and then he saw his PP lower. Btw it can be any number between 2-5, not just 4.
