Why won't Game Chat work?

Question

I recently added my brother as a Friend in Pokemon Y. We noticed that there was a button for "Game Chat," but it wouldn't work. What is Game Chat and WHY won't it work?

P.S. If this matters, I was playing Y and he was playing X.

P.P.S. If this matters either, I've beaten the game and he hasn't.

None of the things you mentioned matter, you need it turned on in PSS settings. In some cases it will tell you to fix your parental controls, but that's ok. Hope I helped!

Im not 100% but maybe you had parental settings or you didn't turn the Voice Chat optiin on the PSS?
PS you change that on the Options
Source I got that problem
