Bulbapedia has 25% for each Pokemon in each slot and each type is allegedly equal as well, but I've been playing 'Mr. Reseti' with my 3ds and 2ds to get all the safari Pokemon. I rarely ever get the dark type, and when I do, it's been 90% Mightyena (no where near the 25% bulbapedia suggests). I've been getting a similar rate for Togepi in the fairy safari. Is it possible my luck is just that rotten every time I reformat?

Probability-wise they're correct. 4 Pokemon, 100% chance of one of them, so 25% chance individually. However they are not confirmed, or else Serebii would also have them.

I'm aware of this, I even mentioned bulbapedia in my question. I'm reseting my 3ds/2ds for a totally new friend safari every time. This will (potentially) give my a different type/pokemon for slot 1. What seems odd is that every time I get another dark safari, Mightyena is slot 1. The other 10% of the time I've had nuzleaf. Bulbapedia has been wrong before and these numbers may just be an assumption
