I know you need the pokeradar, but then what do you do? (I know how to use pokeradar, don't need to tell me that)

Well, I'll name a few:

Consecutive Fishing
You can fish in the water, consecutively. Self-explanatory. xD

Masuda Method
The Masuda Method makes a triumphant return in X and Y, and with the already increased shiny chance in X and Y, the Masuda Method is really helpful in getting shinies. Simply get two compatible Pokemon from different-region games (NOT languages) and breed them. The chance of them producing a shiny is increased! :D

Friend Safari
There are also rumours that the Friend Safari has an increased shiny rate. So you can search there for Pokemon, that may not even be native to Kalos!

Hordes
Although the least-effective of the bunch, it's helpful. Since 5 Pokemon appear in a horde, it's 5x the chance a shiny Pokemon will appear in a horde.

What is a shiny Pokemon?

A shiny Pokemon is a Pokemon that is differently colored and has a sparkle effect upon entering battle. Here's a comparison with two Swoobat:

Notice how the shiny Swoobat has more of a yellow hue and a turquoise mane.


Are shiny Pokemon any different from regular Pokemon?

From Generation 3 onward, no. Shiny Pokemon are normally used for aesthetic purposes, or bragging that you were lucky enough to get a shiny Pokemon.
In Generation 2, when the mechanic was introduced, a Pokemon's IVs determined its shininess.

[In Generation 2] If a Pokémon's Speed, Defense, and Special IVs are all 10, and its Attack IV is 2, 3, 6, 7, 10, 11, 14 or 15, it will be Shiny. (Source)


How do I get a shiny Pokemon?

There are plenty of ways to get a shiny Pokemon. They are as follows:

  • Battle/Breed a Pokemon. In X & Y, there is a 1/4096 chance of getting a shiny Pokemon without doing any special methods.
  • Battle a horde of wild Pokemon. The chance of getting a shiny Pokemon in a horde battle is multiplied by 5 to about 1/819 (1/819.2).
  • Chain using the PokeRadar. Using the PokeRadar and getting a chain of 40 or more increases your chances up to 1/200. Here is in excellently written guide by Smogon.
  • Alternatively, you can also go consecutive fishing, and get a chain of 40+ to increase your chances up to 1/200. Here is a guide right here on the site.
  • Use the Masuda Method by breeding two Pokemon of different countries to increase the chance of getting a shiny Pokemon. The current chance is unknown.
  • Complete the national Pokedex and get a Shiny Charm, which increases the chances of finding shiny Pokemon. The current chance is unknown.
