Is there a reason that the GTS is so screwed up?

For a level 1 Starly they want a level 9 or under Reshiram!?! is that even possible to get? Is there an Underlying reason people ask for so much for so little in return?

That's just a simple way of those people using Action Replay. Or they're coming up with retarded ways to get legendaries from level 1. Simply ignore them and deposit a Pokémon in Deposit Pokémon then select the Pokémon you want. Its that simple but Negotiations can sometimes be a bit cruel and searching for one brings up weird results. Try Depositing and Searching then Waiting.
