Scrappy to hit Ghost type Pokemon with Return, its main move. Superpower to hit Pokemon that Return is not effective against. Pursuit for super effective Ghost damage and for Pokemon that switch, and Play Rough for Fighting type Pokemon.

This set should be used in Sandstorm and after a teammate has fainted. A way you could do this is to have a Sand Stream Gigalith set up Sandstorm, then use Explosion, so you can bring in Stoutland. For the item, you can use Choice Band, or Life Orb if you want the freedom to use different moves. When an ally faints, Retaliate will have double power, and it gets a STAB boost. Crunch deals with ghost types. Play Rough is to deal with fighting types. Fire Fang is for steel types.

I just wanted to try this out, don't know whether it will work, but here goes.
Have a teammate poison/burn the opponent first

Explanation -
This set is kinda like a Toxic stall. Spam Protect until it fails, then go for Stomping Tantrum. It'll double in Power and do huge damage. Keep going until the opponent's team faints, then bring in your poisoner/burner and repeat. Leftovers is for casual recovery, EV spread is bulky. Last two moves, completely up to you.

I love ridiculously gimmicky move-sets, so... Last Re-Stoutland!

Trait: Scrappy
EVs: 252 HP / 252 Atk / 4 Spd
Adamant Nature (+Atk, -SAtk)
- Last Resort
- Roar
- Work Up
- Thunder Wave
This guy is the only Pokemon (his pre-evolved form can too, but really?) that can use Last Resort in combination with scrappy, so I figured I can be annoying. First turn, set up Thunder Wave, to slow opponent, second turn, Work Up to give a +1 to Atk, third turn, Roar to another pokemon, preferably after setting up stealth rocks. Proceed to STAB + Life Orb Last Resort absolutely everything and pray you don't run into a fast fighting type.
Scrappy will allow Stout to hit Ghost types with Last resort, so it could be fun. Life Orb gives a 30% boost to power, and Last Resort gets a STAB Boost from 140 Power, this guy hits hard, don't forget he is +1 from Work Up (492 Attack, if my mental math is correct).

A good nature would be Adamant
An a sweet EV spread would stack at 60 Hit points, 252 Attack, and 196 Speed

The first move I would say to tack on is Return for some good STAB.
Then you can move into coverage. He gets bolt-beam with the elemental fangs, so having Ice Fang and Thunder Fang together can do you some great work. Although of Thunder Fang doesn't hit hard enough for your liking, Wild Charge can be a very valid replacement.
My most recommended move for the last slot would be either Reversal or Crunch.
Reversal pairs well with Wild Charge. Crunch is pretty neutral to the set either way.
You can also try out Howl or Work Up for your last move slot, if you like boosting.

So to wrap it up, this is what it should look like.

Return for your STAB.
Ice Fang for coverage along with..
Thunder Fang or Wild Charge for extra coverage completing the combo. Along with
Crunch, Reversal, Howl, or Work Up for your last slot. Providing either extra coverage, or a little bit of boosting. I like to alternate both with mine.

Stoutland (M) @ Toxic Orb (Flame Orb takes away some of your attack, so Toxic is better)

Facade (More/About the same power as Return with T-Orb + STAB
Crunch (for Ghost and Psychic types)

Alright. Lemme explain.
EVs are as expected so its meant to be a physical sweeper.
Return and Normal Gem is a deadly combo.
Fire Fang gives the most coverage out of all elemental fangs and it's a good move.
Play Rough covers its only weakness (Fighting-type) and gives overall nice coverage.
Crunch hits Ghost-types hard and a good move.
I hope this set brings victory to many! :D

Ability: Scrappy (so we don't need to use Crunch and have more space for other moves)

Happiness: 0
EVs: 252 Attack, 252 Speed, 4 HP
-Frustration: Great STAB, hits insanely hard with Choice Band, tricks a possible Max Happiness Ditto
-Psychic Fangs: Covers Fighting Types that are not weak to Fairy and breaks the likes of Reflect to help Stout sweep even harder
-Play Rough: Covers Fighting Types that are immune or not weak to Psychic and has good enough Base Power
-Facade: Great STAB, hits very hard with Choice Band and tricks those who burn you

Use its STABs primarely, the rest is meant for cocerage ans must be used only in special cases. Facade is to be kept as a surprise. Have a Rapid Spin or Defog in another Pokemon to help him to not be too wore down by Stealh Rock and Spikes.

You forgot that Play Rough lowers attack by 1 stage, also Choice Band is bad for Stoutland,  why not try something else? Other than that, the set is fairly decent.
Play Rough may lower the opponent's attack by one stage, which is not so bad. It is manly here for coverage.
The Choice Band was my first option over Life Orb because the latter takes HP from him, which kinda effs me a bit. But I do agree that there might be other options or even situations where Life Orb or other item could benefit him.

toxic orb + facade lets you be poisoned but still attack strongly.
psychic fangs and play rough are good attacking moves along with stomping tantrum.

ok, funny, but maybe bring Iron Head in case of rocks? 3 is workable right? Would that...defeat the purpose too much...? wait it does get iron head right...?
I put Stomping Tantrum as it deals with Steel AND rock
