Why can't you use Fly inside N's Castle in BW2 ?

Question

In N's castle,at the area where there is a blue carpet there is also a big part covered by sunlight.Why can't you use fly when you're at the sunlight area ?

Is it open top or is there something like a window there?

Because it is an enclosed location.
There is no straight way for a Pokemon to Fly from there, therefor no Pokemon can use Fly inside the Tower.
