How do I get Suicune?

I accidentally fled from Suicune the first time I fought it. Is there a way to battle it again? If so, what do I have to do to get it? Could you also include the moveset?

You have to beat the elite 4 and he will be back at the burned down tower(sorry I forgot name)

Do I need to beat the elite four twice becuase I just tried that and there was nothing there
