im asking this cause the power increases if user was hit first. So will it still power it up if it the user is hit first?
No. The power would not increase. Moves whose power increases over 60 by other effects will not have the technician boost. For example, pursuit, when it hits a switching Pokemon and revenge/avalance if you have already been hit will not gain technician boost. However, this does not apply to stab.
