What would happen if a Pokemon used Transform on the Ghost Marowak?

Question

In R/B/Y and FG/LG, a Ghost Pokemon appears in the Lavender Town Radio Tower, that turns out to be a female mother Marowak of a Cubone. What would happen if a Pokemon used Transform on it? Would the Transformed Pokemon become a Marowak or the ghost? Would something else happen?

You wouldn't be able to use Transform, as your Pokemon would be too scared to attack.
